You cannot add a Non-US bank account to your PayPal account to with draw funds. For example you bank is located in the Philippines you cannot link it to PayPal because the default of bank location is only US.

Login to your Paypal account, go to profile, click add a bank account and fill out all the details including bank name and bank code of eastwest (010620014).
