Fully automated platform to date has processed 95 million vaccine records and 500,000 input files from 8,100 LGUs through 24×7 operations to support administration of 59 million vaccine doses to 40 million individuals

Rapid Vaccination Roll Out

MANILA, PHILIPPINES, November 23, 2021 – Snowflake, the Data Cloud company, collaborated with the Department of Information and Communications Technology (DICT) and local analytics company, Intellection, to build a single unified view of vaccine data in support of the Philippine government’s mass vaccination program.

Snowflake recently awarded DICT at the annual Snowflake Data Drivers Awards under its Data for Good category. This award recognizes an organization leveraging enhanced data analytics to make informed decisions to save, extend, and improve lives and/or the environment.

The collaboration began in March 2021 and to-date, the platform built by Intellection, which is powered by Snowflake, has processed 95 million vaccine records and 500,000 input files coming from 8,100 local government units (LGUs) with zero maintenance staff, zero downtime, and a 24×7 operation that is fully automated. This enabled the smooth importing, distributing, administering, and monitoring of vaccines to 81 provinces, 146 cities, 1,500 municipalities, and 42,046 barangays across the archipelago.

DICT partnered with Intellection to configure and build a repository data warehouse within one week, following the mandate that obligated all qualified Filipinos to register and submit necessary data to their respective LGUs.

“If there is one way to counteract the severe resource limitation, it is through informed decision-making with the use of accessible, organized data. For many of the logistical plans and infrastructures to be set up, one of the key critical prerequisites was to design, create, and populate a single repository of vaccine information nationwide,” said Sonny Halili, CEO of Intellection.

“This has undoubtedly been a key factor in the administration of 59 million doses to 40 million individuals so far. The data in Snowflake’s Data Cloud also powers the Department of Health’s (DoH) Vaccine Certificate Portal (VaxCertPH), which enables vaccinated Filipinos to officially certify their vaccinations online,” Halili added.

According to Rafael Halili, Intellection’s Data Science Director, “The DICT needed a data consolidation platform that is secure, efficient, reliable, and can be set up in a very short period of time with very limited technical resources and running 24×7. Using Snowflake’s Data Cloud, Intellection delivered all the requirements – setup, configuration, design, data ingestion programs and automated feeds from thousands of LGU’s in one fifth of the time allotted.”

“Snowflake is honored to collaborate with the DICT and Intellection to help provide a single unified view of vaccine data to easily and securely share to LGUs,the Inter-Agency Task Force (IATF), the DoH, and the National Vaccination Operations Center (NVOC). With our high-performance cloud platform, LGUs are ready to process the incoming vaccine deliveries and administer them to the population with sufficient time before vaccine arrival. It also enables pandemic officials to make better data-driven business decisions in near-real-time response to the unpredictable impact of the pandemic.” said Geoff Soon, Senior District Manager, ASEAN at Snowflake.

In September 2021, the Philippines raised its vaccination target from 70% to 90% of the population to attain herd immunity, following the hike of the highly transmissible Delta variant cases in the country. Pandemic officials stated that they still aim to achieve the initial target of 70% vaccination coverage by the end of 2021. Through the collaboration with DICT, Snowflake and Intellection help the country in fulfilling its vaccination goals by providing them with a quicker and more efficient platform that enables officials to better oversee and manage data, which optimizes the vaccination process and helps the country achieve its vaccination goals sooner.
